Just Sayin'

I was in Boston today and I couldn't help notice that a number of the Boston police cars have the words "Crime Stopper" on the rear panel. What's up with that? Isn't a policeman by definition a "crime stopper"? Are the police cars without the words "Crime Stopper" manned by policemen who just hand out tickets or deal with crimes after the fact?

The saddest thing is the fact that the City probably paid some consultant to come up with that motto.
