I would concur if it is just whinging. However; many have no power under our current circumstances to make or even effectively influence change. Hence 'complaining' could be a signal to sound out the surrounding audience, we don't live in the era of clear rule of law or hierarchical competence (or public belief in same). When there is enough approval, agreement or verbal support, beware. A cascade event could be on the horizon.
I fully support whistleblower laws if someone is acting illegally. In most other cases people have the option to simply quit and find employment elsewhere. Think if enough competent people leave an organization it may be a clear signal that that organization is acting stupidly.
