Well, we can certainly see what Congress values (revenue from college sports) and what it does not (secure and verifiable elections).

For better or worse Congress cares about what their constituents care about - and in the is case college sports. The only thing they care more about is getting re-elected which is why the House version went up in flames because of a protest over new Congressional maps.
