A "rank amateur" is "a person who is completely inexperienced or inept at a particular activity." Basically a person who sucks at doing something.
However, a "ranked amateur" is considered a person just a step below being a professional at a particular activity. Boxing and golf are probably the best examples of ranked amateurs.
As an aside - Ranked Amateur would be a good name for a blog.
