Senator Rand Paul and his Penny Plan for a balanced budget will come to a vote. Reminder I have my own Penny Plan to balance the budget. Simply get rid of the penny (leave it in circulation but don't mint any new ones). Any government receipts round up the bill to the next nickel and all government debts round down. Apply all money saved to reduce the national debt. All those pennies add up quickly.
